Steam Community tokens seemed to be linked to IP address

So here is an experiment. 

 

Log into steamcommunity.com and copy the cookie steamSecureLogin

If you include this cookie in another browser session, or some script, you will be logged in.

 

However, if you change your IP, say for example by turning on a VPN and you refresh the page you will not be authenticated.

This kinda sucks as I have programs running on seperate machines, but I would like to share cookies between the two. 

 

Is there a method to share cookies originated between two different IPs?

I've tried setting X-Forward-for header to ip that originated the cookie, but that doesn't seem to work either. 

I would be eternally grateful if someone has an explanation or solution for this.
