I know that, we can't actually send a invite to another player if this player is not your friend. So yeah you right that's no a "bypass" but just an other technique to have a even result.

After reflexion, I have found a solution (provisory) => Invite user in friend (when he accept, send invitation to group steam, and remove this friend after) ...

Hello everybody, I don't know when, but Valve add a rule => Group invites can only be sent to users on your friends list. How actually we can bypass this, for example my "little BOT" is used for invit a player who's in my server (with a stock in SQL etc ...), so with this restriction it can't continue. How bypass this ? Ty.
