enableTwoFactor - sms issue

Sometimes when using enableTwoFactor method I don't get sms, but there are no errors. Sometimes it comes and works fine. 
Can it be something like cooldown ?

And can I resend sms in case it is not received ?

I dunno, could be just Steam being Steam.
