How to make a steam hour boosting script that will only work on the web?

I am currently having a problem. I want to post data to user's account using SteamAPI. How can I do that? I looked at the documentation and they all get data, I want to post data. So, for example, when the user presses the Start button on the web, if he chose CS: GO as the game on the Steam account, he will play it. If Team Fortress 2 is selected, Team Fortress 2 will play. Just like the websites that come up when you type steam hour boost into Google. Is there a documentation showing how I can send data to the user's account with SteamAPI?
