Checked HTTP, Dota GC, there is no items requests, but where does it download these items and their price from (market/shop)?

From the Dota GC, most likely.

Checked ~50 packets before GCClientHello and all packets after, there is no any items

There is interesting incoming packet

But it's only timestamp for something

RequestStoreSalesData -> RequestStoreSalesDataUpToDateResponse sounds a lot like there's some local caching involved. Try uninstalling and reinstalling the game, then see if it receives more data.
