Extracting the trade url from a user/steamid?

I'm looking through steam-user and I can't find a method for extracting the trade url from a user (if I want to send a user a trade req for eg). Is it possible to get a trade url (with a partner Id and a token id) with just a users steam id (not just your own?)

You can't get a trade URL for another user without asking them. That would defeat the entire point of trade URLs (which is that you can't trade someone unless they give you their URL).

 

If you're friends with the user, you don't need their trade URL/token.
