Yes. Just use getUserInventoryContents without logging in.

May i have one problem according to this title?

I can get someone inventories and description according someone public inventory interface "http://steamcommunity.com/inventory/steamid/440/2"

but how can i get the all inventory's description with appid+ontextid from steam api, I want list all description of inventory item for making a price on e-commerce site

maybe the steam system have thousands of asset(item) description. how can i get the list according to appid such as all dota2 inventory. ---> rgDescriptions rgTags

It's not possible to get a listing of all items from Steam economy. The closest you can get is scraping the market.
